Dr. Colin Arnold, a Board Certified ophthalmologist since 1977, graduated from the United States Air Force Academy in Colorado in 1966. He then enrolled in and graduated from the University of Colorado School of Medicine. Dr. Arnold received his ophthalmology training at the University of Oregon Health Sciences Center in Portland, Oregon. Following specialized training, Dr. Arnold returned to military duty and served as both a flight surgeon and an ophthalmologist in the US Air Force, where he rose to the rank of Colonel. Dr. Arnold then went on to hold the position of Chief of Flight Medicine at Mildenhall, England and later Chief of Surgery at Mather Air Force Base in Sacramento, CA.

Retiring from the US Air Force in 1986, Dr. Colin Arnold entered private practice in Sacramento. Contributing to the community he had chosen to call home, Dr. Arnold has offered his experience and expertise to train residents in ocular surgery as an associate Professor of Ophthalmology at University of California at Davis Medical School. In 1995, his colleagues recognized Dr. Arnold for his altruistic contributions in this area. Dr. Arnold also served as Chief of Surgery at Methodist Hospital and has been a member of many quality review boards in an effort to better advocate for patient care excellence.

Dr. Arnold’s enduring dedication to medicine and the field of ophthalmology support his devoted interest and commitment to remain on the cutting edge of the technological advances.

KATHY HWANG, MD

Dr. Hwang is a Board Certified Ophthalmologist who received her degree from Harvard Medical School in 1990. She completed two years of training in internal medicine at the Brigham and Women’s Hospital prior to her ophthalmology residency at California Pacific Medical Center in San Francisco. She has a special interest in ocular manifestations of systemic diseases, including diabetes, multiple sclerosis and rheumatologic disorders.

She is an active member of the American Academy of Ophthalmology who served as President of the Washington DC Metropolitan Ophthalmological Society from 2005-2006 and the President of the Milwaukee Ophthalmological Society from 2014-2015.

She has volunteered medical and surgical eye care through the Catholic Charities and Eye Care America programs in Washington, DC, as well as during a mission trip to Zimbabwe through the Rotary Club. In her spare time, she enjoys competitive tennis, golf, and chamber music by playing the violin. With over 25 years of experience practicing medicine, she recently relocated to the Sacramento area and looks forward to serving the community as a comprehensive ophthalmologist.

Dr. Smith attended Texas Tech University where he received his Bachelor of Science in Biology in 1995. He continued his education by earning his Doctor of Medicine in 2000 from Texas Tech University Health Sciences Center. He then completed an Internal Medicine Residency at Texas Tech University Health Sciences Center in Amarillo, TX in 2003. While an intern, he was awarded the outstanding first year resident in internal medicine. During his senior year of residency, he was selected as the chief resident for the department of internal medicine. Dr. Smith then went to Friedenwald Eye Institute where he completed his Ophthalmology residency in 2006. Dr. Smith also served as the chief resident in ophthalmology from 2005-2006.

Dr. Smith specializes in comprehensive medical and surgical care of the visual system with an emphasis on cataract and refractive surgery. He is certified in laser corneal refractive surgery for the treatment of myopia, hyperopia, and astigmatism. Dr. Smith is certified to treat glaucoma utilizing the iStent and Trabectome microinvasive glaucoma surgical procedures. He has extensive experience using monofocal, toric, and presbyopic correcting intraocular lenses which are placed at the time of cataract removal.

During Dr. Smith’s free time he enjoys ice hockey, scuba diving, golf, as well as music. He plays cello, trombone, and the Scottish Great Highland bagpipes. He loves to cook as well as traveling with his wife.
